I suspect she’s wanted to do something like this for a long time, but it’s only right now, coming off the US leg of the reputation tour and in the immediate aftermath of the Kavanaugh fight, that she’s in a position to do it with maximum impact and minimal risk. I think something like this was always part of her (cough) endgame for reputation. She’s at the end of a record contract that has lasted her entire adult life, after an album that is probably, creatively and personally, the greatest of her career thus far. Although aspects of the true Taylor have always leaked around the edges, I think she’s always felt obligated to keep things a little obfuscated to avoid scaring some fans away.

That’s changed now. She doesn’t like what the Stitch I knit but my favorite hobby is collecting yarn shirt world is becoming and no longer feels that she has the luxury of pretending half-assedly to be apolitical. She’s got money, she’s got influence, and she’s got a sense of responsibility, and it’s time for her to put them all to use. If you’ve read some of my other answers about her, you know I’m a hardcore Kaylor shipper, and that I think that to at least the queer part of her audience, she is to all intents and purposes out of the closet as a queer artist. And I honestly thought that making it explicit for the straight fans would be the bomb she’d drop to trigger this situation. I think, though, that she felt the midterm question was a much bigger deal than her sexuality, and since she knew this was going to happen no matter what, she dropped this one instead (and just so happened to take the pressure off her and Karlie a bit).
